The Karnali Zonal Hospital in Jumla was upgraded and became the Karnali Academy of Health Sciences (KAHS) on October 20, 2011 (2068/07/03) by an Act of the Nepalese parliament. By establishing a health institute at Jumla and a KAHS working district to produce skilled health professionals who can provide quality healthcare services and conduct health research, KAHS hopes to enable the people of backward (Pichhadiyako) areas to access quality healthcare and education at an affordable cost. The nine districts designated as backward areas under the KAHS act are the following: the remaining districts of Karnali Pradesh; Bheri Zone: Jajarkot district; Seti Zone: Bajura, Bajhang, and Achham districts; and Karnali Zone: Humla, Jumla, Kalikot, Dolpa, and Mugu districts. comprises Salyan, Dailekh, Rukum, and Surkhet in accordance with the federal system of Nepal.
The mission of KAHS, an independent health sciences university, is to provide interdisciplinary leadership for new directions in illness care and disease prevention at all levels, as well as wellness promotion, in the community and beyond, through innovation in teaching, practice, research, and scholarship for Nepalese students, with a particular focus on those who live in underdeveloped and rural areas and those who are socially marginalized.

The Karnali Academy of Health Sciences trains the upcoming generation of leaders and medical professionals to play a critical role in improving access to healthcare for underserved populations and those living in underdeveloped areas. The achievement of this academy purpose is facilitated by the provision of high-quality education, inventive research, evidence-based patient-centered treatment, collaborative community engagement, and public health advocacy.
