District Development Committee(DDC)

In this topic District Development Committee(DDC), we describe the formation of DDC and it's power and functions. Reference notes of Grade 7.

Formation of DDC:

Our country is divided into 14 zones and 75 districts . It is divided in order to carry out the overall development of a country which is a responsibility of District Development Committee (DDC) of a district.

Districts are further divided into small illakas to carry out development work smoothly and effectively. There may be 9 to 13 illakas in each district, which is also known as VDCs and municipalities of a district.

The DDC are formed by following members:

  • Elected members from each illaka.
  • The president and vice president elected by chairpersons of each VDCs, municipalities or Illaka members.
  • The members of parliament who represents the legislature in the parliament as an ex-office members of DDC.
  • Two members with one female member elected from District Council, the member thus elected for DDC will have the tenure of five years.

Similarly, there is also a body in the District Development Committee called District Council. It forms plans and policies of the DDC.

Formation of District Council are as follows:

  • All the chairperson and the vice-chairperson of each VDC.
  • Mayors and Deputy Mayors of the municipalities of that district.
  • All the members of DDC
  • All the members of parliament of the concerned districts are its en-office members.
  • Six members nominated by the District Council including at least a women from among the social workers economically and socially disadvantages class under - privileged caste and indigenous people who meet the required qualifications.
  • The tenure of members of District Development Committee is for 5 years.
  • The meeting is held once a year.

Power and Functions of District Development Committee(DDC):

District Development Committee is a committee which is established in the district to carry out all the administrative as well as clerical functions of a district. These committees are intended to encourage decentralization in decision making and provide a responsible administration by involving in different kinds of district's function. There are some major functions of DDC, they are as follows:

  • It provides a responsive administration at the district level.
  • It prepares a budget for different developmental programs and presents it to District Council for approval.
  • It preserves and promotes cultural heritages of the district.
  • To constitute sub-committees, supervise the work of VDCs and municipalities to provide them suggestions.
  • It audits the account of VDCs and municipalities.
  • To monitor the implementation of various policies made by the government of Nepal.
  • To provide balanced development and equitable access to various facilities among the districts.
  • It provides assistance to the victims of different natural calamities like flood, earthquake, landslide etc.
  • It helps to prevent the people of the district from epidemics and healthhazards.
  • It makes a recommendation to the council of ministers to resolve specific problems of the district.
