18. Read the case situation given below and answer the questions that follow: [20]

A major international employer in Kathmandu is attempting to hire Nepalese nationals with a view to training them for future positions in higher management. It is the policy of the employer that all new members of the organization start at the bottom and gradually work their way up to more important jobs. The policy has been adopted because of the extreme complexity of the operation. The employer believes that a manager, even after he has reached a point where he delegates very broad powers to others, must have a fairly detailed knowledge of what needs to be done. This policy has been successful in many of the other countries in which this employer operates. A number of the candidates interviewed in Nepalese well educated but come from groups, which have traditionally not permitted men of high caliber to perform the types of task required of new employees starting at the bottom. A number of those hired have refused to perform these basic tasks and have left after short periods of employment. It is your responsibility to obtain new employees, but you cannot change the "start at the bottom" policy.

Questions:

a) Why Nepalese candidates are no interested to join job at bottom level? [5]

b) If you were a manager of the company would you promote, the new employees directly to the higher post just by providing training programs? [10]

c) Do you think proper pay will help lower level employees would help employees to stick in this position? Explain. [5]
