The Institute of Engineering (IOE), Pulchowk Campus offers a highly specialized Master of Science in Information and Communication Engineering (MSICE) program with an annual intake of 20 students. This program is designed to develop expertise in the growing field of information and communication technologies and their applications in real-world systems.
Program Definition
The M.Sc. in Information and Communication Engineering (MSICE) is a two-year, full-time postgraduate program that blends core technical knowledge with research, practical applications, and leadership development. The program focuses on planning, designing, developing, and managing information and communication technologies to support IT-led development across industries. It prepares students to address contemporary challenges and lead innovations in the ICT sector.

Minimum Duration: 2 academic years (full-time study)
Maximum Duration: As per the regulations defined by the Faculty Board of IOE
Eligibility Criteria
Applicants must meet the following requirements:
Hold a Bachelor’s degree in Electronics, Computer, or Electrical Engineering (normally from a 4-year program) from TU or any other recognized institution
Achieve minimum academic scores as specified by the IOE Faculty Board
Pass the entrance examination conducted by the IOE Entrance Board with at least the minimum qualifying marks set by the board
Admission Process
Candidates must submit an online application form within the specified deadline. The process includes:
Payment of Application Fee: Deposit the fee to the designated account as per the notice and fill out the voucher with the applicant’s name and date of birth. Enter the voucher number in the application form
Select Entrance Stream: Choose the appropriate stream while filling out the form
Complete Application: Fill in all required fields carefully
Upload Documents: Upload a recent passport-size color photo and one valid identification document (Citizenship Certificate, Passport, or Last Exam Admit Card)
Note on Corrections:
If corrections are required in the application, candidates must pay an extra fee. For name, ID, or photo corrections, a higher fee is applicable and must be accompanied by a request letter and voucher submitted to ICTC

Admission is strictly based on merit, which is determined by the performance in the entrance examination

Additional Notes:
One seat in Regular and one in Full Fee category are reserved for female candidates
The IOE Reserved seat gives preference to permanent faculty members of IOE. If none are available, contract faculty with at least five years of service will be considered. Unused seats are transferred to the Full Fee category
25% of Sponsored seats are reserved for foreign students
Sponsored seat priority:
1st Priority: Government offices or government-owned companies
2nd Priority: Other organizationsIf no applications are received for the Sponsored/Foreign category, seats will be reallocated to Full Fee applicants
Academic Structure
The MSICE program follows a credit-based system, with each course assigned credit hours based on contact hours
Core Courses: 20 credits
Elective Courses: 12 credits
Open Elective: 4 credits
Project Work: 4 credits
Thesis: 20 credits
Total: 60 credits
Instructional Methods
The teaching approach includes lectures, tutorials, lab work, seminars, small projects, and independent assignments. Students are expected to use international references, academic journals, handbooks, software tools, and online resources extensively. The program emphasizes self-directed learning and encourages innovative ideas and problem-solving
Registration and Thesis Allocation
Students must register for all required courses, including the thesis, and aim to complete the program within two years
Thesis topics are proposed by faculty at the beginning of the second semester
Students can express preferences or propose their own topics
Final thesis allocation is based on student interest and faculty availability
Graduation Requirements
To graduate with an M.Sc. in Information and Communication Engineering, students must:
Successfully complete 60 credits of coursework
Submit and defend a 20-credit thesis
